My guess: Tables don't start that frequently. I think it would be relatively easy to hit join from two computers at around the same time and have a good chance ify bring seated together. And you could probably guarantee it by only agreeing to start the game if you get notification of the table starting on both accounts simultaneously.

I agree with you. It's really unfair for other possibles leader.
He's now over 1800 points with a bad ELO score...

It's clearly the same person.
The bad one begins to connect to an Arena game and if there are some other places available, the other (good...) one join the same game. Sometimes, there is only the bad player because he's the fourth player and the game starts.

The change to Arena matching whereby players must Accept game start has made it far easier to get into the same game as another account. If you don't both have a game starting at the exact same moment, you just Decline to start.

I don't play Hearts but I know the game and have been tracking this individual's play. We made a detailed complaint as a community (10 of us, to be exact) about this person's behaviour in King of Tokyo arena and nothing much has been done. We sent overwhelming evidence and got nowhere.

It's understandable that BGA has limited resource to combat this behaviour and can't police all games at all times, but obvious cases like this just need to be penalised. Reset of Arena ranking back to Bronze, and ban of the duplicate accounts is the only way. You start letting this happen, and it just spreads everywhere.
