I asked on Boardgamegeek,and their answer was 'yes,you can'. Having thought about it,I think the key here is that the ability to substitute a different action for the administration action,or sacrifice the administration action for an extra worker, was provided by an administration action card. So then it had to be an administration action in the first place.

Yeah, all the "custom stuff" of MW happens once you have selected the action card so it's working fine with these
