I think the suggestion being made it to line up all the cards of each deck, faceup, so that the exact cards and exact order of reveal will be known at the start. Making it similar to Patchwork.

Sorry, I obviously wasn't clear. All the stack should be face up in a row next to the active cards. So you know what the 2nd, 3rd etc cards to come into active play at each level will be. So it is perfect information. In practice, you would probably only need 10 or so stack cards face up at each level for a 2-person game, as it's rare that more than that are used.

Well, you have to understand. ceaseless is trying ceaselessly to ceaselessly improve the game and ceaselessly respond to suggested improvements with the goal of ceaselessly improving the game.
(I say this with all due respect, because ceaseless has ceaselessly shown to be an expert player, and I ceaselessly give ceaseless ceaseless accolades.)

I got too used to thinking of stacking referring to the top card of the deck for unrelated reasons and misread your post that way. That was my mistake.

I haven't. Information overload is one potential issue, there will be some tables that will make clocks mandatory under this rule

. Some players probably like the risk/reward nature of messing with the top card too. I'd probably prefer having it all be perfect information though.

One thing about this thread confuses me. Board Game Arena only publishes the official version of games. So isn't it somewhat futile to discuss possible rules modifications here? BGA won't add them unless the makers of Splendor do so first. Do board game publishers read these forums for ideas?

I don't know if they read these forums, but some games introduce requested changes , for example, function of removing overpowered cards in Wingspan.
