the other player takes their sweet time with every single turn (with exception of selecting routes because that often takes longer)
This is the reason why I think the clock we have isn't optimal. There are some moves where someone may need some minutes to think, but most of them are just the 1 second needed to double click on the deck. Having something like 5 seconds per move, plus lets say 7-8 minutes of timebank (not replenishable) would be ideal to me

That is a very common time setting in Backgammon tournaments. E.g., 12 seconds per move and 2minutes*match length as a time bank. In a match to 7 points this means you always have 12 seconds per move (and many moves will be made within 12 seconds) and every time you exceed the 12 seconds the time bank of 14 minutes (not replenishable) is ticking down.
Very similar is the 3+2 time setting in blitz chess. You have 2 seconds for a move and a time bank of 3 minutes. There, the time bank is replenishable, i.e. if you make a move in 1 second, 1 second is added to your time bank.
These time settings are very well suited for many games that have a lot of short moves, e.g. TtR.

This isn't chess though. I can't think of a single time you would need more than 2-3 minutes, much less 7-8 minutes, to take a single turn. I have NEVER felt rushed playing even at the fastest pace and grabbing routes. Maybe I could see it if you're brand new to the game, but anyone familiar with the game shouldn't need more than a 60-90 seconds to think through the route possibilities.
I've played with people IRL who make every turn 3+ minutes long and I just don't understand it. There's not that much to this game.
