How do I see the other player's boards?

A clearer indication that players are meant to see each other's boards is the mission card "Thrilling Victory" which says: "In the same line, form the same type of hand as another player and win that line." You can't do that if you can't see other player's boards. But incredibly, the rulebook does instruct you to use player screens, so you were right.

I think the designers just changed their minds halfway through, or something got lost in translating this game from Korean. It doesn't make sense in any case. Generally this game is a poor execution of a great idea.

Or they just want it to be a mostly luck-based game. Instead of having things you can influence if you could see the other player's board, they just want it to be a surprise if you have the same type of hand in a line. I describe these types of games as really just an elaborate way of flipping a coin to decide who wins.

This would be a much sharper game if you could make decisions based on seeing the other player's board and guessing what they're trying to do, and calculating the odds of being able to get the cards to outdo them on a line, or let them have a line and focus on a different one where you see they're weak.
