Not sure if there's a translation being performed here, but in English "skip" implies that you are completely avoiding a process, step or instruction. If the player is allowed to make 0 or more moves based on Hermes' power, and they perform at least one move, "Skip" suggests they are disregarding/undoing any movement they may have made up to this point, which isn't what is happening here.
I see where you're coming from, but - other than perhaps the first time I encountered this - I didn't find it confusing. The way Tisaac has implemented this is consistent and, in my view at least, intuitive once you have a few games' experience of playing Santorini on BGA. Because you can always undo and redo your move, it's pretty hard to mess up your game irrevocably.
