This bug still exists, unfortunately. Arena matchmaking set me up with 2 players under 75% reputation earlier this week, despite using the "never anyone below 75%" setting. Please be aware that this deploy is experimental, as noted previously the automatic lobby is a complex module especially difficult to test. In case of issues we may have to rollback.
Arena will always ignore settings based on other players personal ELO (e.g. “Strong”). While this is absolutely correct, the table referenced by the above poster wasn't actually an Arena table. So in that case, it is looking on ELO rather than level. Linking non-TM tables without the problem.
