You keep saying tournaments, but I only know of the French Open that does that. Memoir online (and thus the tournaments there) count destroyed figures (no subtraction if medicked, mechanicked or oasised). Personally I always refer to medicked or mechanicked trooops as zombies and tend to go for them more![]()
As I mentioned before, the French tournament rules that I consulted plan to count the remaining figurines on the board.
So, if an infantry unit lost 2 figures, then recovered 2 figures with Medics & Mechanics, you get the same count with an unit which has suffered no loss.
Dutch Open and Belgium Open do not count figures any more.
Alas I cannot say for the numerous other tournaments in France as I have not visited them. But plenty of players here have and can tell us.
