Then again, their behavior doesn't impact the game's result. If they don't play, they'll eventually lose once the game reaches its maximum duration, which is their problem. And if they play, then you both get the chance of reaching a regular outcome for the game.
Sounds like you were only talking about turn-based tournament games. Given that tournaments can now be created with the option that skipping is not allowed, I consider this fixed. Only join tournaments with that option.
So I'm not sure how that's "playing by their rules", except in the sense that you may find it annoying to wait for them (though they probably aren't doing it on purpose, and if they do that's reportable, although hard to prove I suppose).
What I mean is that you would put an end to reasonable expulsions just to catch a few bad ones. Your "solution" would make me have to decide
a) skip a player who was a bit slow although the game could've continued and ended regularly
b) not skip the player at the first moment I could and risk that the problem gets worse (in real-time it can kill my day or I have to quit myself. In turn-based it just sits there and might hinder me from joining another game because tables are limited when you don't have a premium-account)

Right now we can decide ourselves how much is too much and usually that leads to reasonable decisions. In a few cases it was used in bad faith on last turn and that's a bummer. But let's not forget that you can always prevent this from happening by just staying within your time-limit (be careful what games to join!). We don't need extra rules (with very bad side-effects) for those bad-faith-cases when it can be so easily avoided.
Again I'm talking about normal-mode games (Real-Time and Turn-Based).
