Apparently so, hence the games that precipitated this thread. If you're unaware of the rule, then you won't realize that stalling isn't going to help you. You must be aware that a certain (probably large) percentage of the user base never reads the FAQ, as evidenced by the constant questions in the forums that are answered there.

What evidence have you presented that they did not do exactly what they said, which is consider the slowest player the loser for that game and calculate their lost AES based on losing to all other players in the game, and neutralizing AES changes for all other players? You haven't posted anything like: "hey, before the season ended this player had 1597 AES and they still did at the end of the season when they were supposed to lose points."

Okay? In your first post in this thread, didn't you say that no penalties are incurred? And, if you have asked 5 times "does anyone know if fines apply, please tell me", you've certainly been answered in the affirmative at least 5 times.

My phrase was taken out of context. The author shifted the topic to "I would hate/don't want there to be violations," to which I responded that my original topic was BGA compliance, which I doubt, though I wasn't 100% certain that was the case. This is the seventh time I've written a similar phrase, and I see the conversations have gone in circles. Don't look for a black cat in a dark room.

We have established that a player who stalls at the end of arena season will lose AES points, but not Karma or Elo.
Is there anything further to discuss? If so, I will try my best to answer any questions. As long as they are phrased politely.

You keep saying that you're only expressing "doubt." Do you still "doubt" that BGA is doing something? I'm not asking if you think BGA is doing enough. I'm asking if you think BGA is doing
nothing.
Ed.: Based on your response to Frank below, it seems that you accept (no longer doubt) that a player who stalls at the end of arena season will lose AES points, but not Karma or Elo. So I think that answers my question.
