Turn times on Diam's

I'm not sure whether this should be reported as a bug per se, but I've noticed that the turn times on Diam's are much too high, more or less resetting the clock each turn. This can lead (and just has led) to players dragging out games with no way of stopping them other than quitting oneself. It would be good if the turn times could be reduced to an appropriate length.
