Noir Citizen's Arrest Variant

Like the idea of the variant. Base game is overly in favor of the killer 70/30. But as it is, the variant is even more in favor of the inspector 75/25. The clearly overpowered, and thematically broken part of the variant, is that a deceased victim can make a citizen's arrest. If the Inspector could only make an arrest after exonerating a LIVE person, it would be more thematically accurate, and only maybe 60/40 in favor of the inspector.
