I choose to play only fast turn-based games, but I frequently come across players who don't respect the time requirements. I know I could quit the game, but the penalty to the out-of-time player doesn't appear to be much of a deterrent. Almost all of them still have 100% reputation, which seems wrong to me.
IMHO, the penalty for being late to a fast turn-based game should be higher than for a normal turn-based game. Some games, like Seasons, take a very long time to set up, and so quitting them punishes everyone. Skipping turns of slow players unbalances the game.
