Arena games should start once all players have joined, we shouldn't have to wait for the last player to press accept or even have the ability to refuse the game. It goes against the random "competition" system and is an unfair advantage that the last player has.
Furthermore, it can make waiting for arena games which is already stressful on its own, take even longer. I just tried to play Tokaido Arena mode twice in a row, and each time there was this 4th player who just refused to start the game, and we had to cancel the game, 10 minutes wasted.
