Downforce - Rocky Terrain?

Can someone please explain how the Rocky Terrain/broken road works? I thought it meant that it just took a longer route (more spaces) but it seems sometimes you can pass someone by going over the rocky terrain and sometimes you cannot. What is the rule here for passing on the broken road?

It’s a dangerous space. Cars can only cross these spaces to overtake other cars and can’t finish their turn on one of them. A car can’t finish its move on these boxes
