New season arena levels

I got up to Elite level in four games last season. This season I started in Gold level for three of them, and Silver level for the fourth. How is the starting level determined?

the admins decide how many levels they feel like bumping everyone down. Everyone that was Elite in those games has been bumped down the same amount.
