If my god is Hypnus, and my opponent's godness is Athena. My workers are both at level 1 and Athena's worker are both at level 2.

In Athena's turn, can her worker go up to level 3?

My opponent sent a wrong message to me while I used the god Hypnus. So I misunderstand the ability.

If my god is Hypnus, and my opponent's godness is Athena. My workers are both at level 2. And one Athena's worker is at level 2, another worker is at level 1.

Your position doesn't matter at all. Athena has one worker higher than the other Athena worker(s), so the highest one can't move. It's correct.

Basically you can think of it like this (mostly*): if the opponent workers are not the same level, the highest can't move.
