What decides if a game gets Premium status?

Subject says it all, pretty much. Just wondering what decides if one game gets Premium status over others?

I think it is up to the game publishers. Some of them don't want their game to be available online for free. The compromise that most of them agree to is that the game can be on BGA if only people who have bought memberships can start the game. Note that this extends to certain expansions, too. Anyone can start a game of Puerto Rico, but to play with the nobles and new buildings requires a premium account setting up the table.
