Can't build wonders although I have money

Hello,

I think I'm missing something in the rules here... I spent a whole game not being able to build the second stage of my wonder and I don't understand why, since I believe I had more money than required (+ resources):



Can someone help me understand?

You cannot build the second wonder stage because you are missing one wood and neither of your neighbors have wood. The wonder needs two wood and you only have access to one wood. You are only allowed to buy resources from your neighbors, so if neither of your neighbors have a resource then you cannot buy that resource, even if you have enough gold.
