I would like to know why a player is not notified or it is not shown in a player's account when they receive a RED or GREEN THUMB. I have noticed that some players give out RED THUMBS for absolute ridiculous reasons and they deserve to receive a RED THUMB in retribution.

You have answered your own question. Retaliatory red thumbs do little good. If the player didn't do anything at the table to indicate bad play, there is no reason to say they played bad with a red thumb.

Red thumbs are not unlimited: you have to give out a certain number of green thumbs for each public red thumb you give. With that, players can't be giving out unlimited red thumbs.

BGA used to show players what their accumulated green/red thumbs were. And there were so many posts in the forums of "what do I do now that I got my first red thumb?" Move on, be nice, and get some green thumbs. Until you have so bad a ratio that Karma limits start to apply, a couple of red thumbs mean nothing.
