Friends List and Adding Friends

Is there a friends list that shows all your friends with accounts in a list - whether they are online or not?
And how do you add friends you haven’t invited?

Upper right corner of the menu banner, the icons are sound, tables, friends. Clicking friends will show your friends list, sorted by how recently they were active.

If you want more information, clicking on your avatar and then your name brings up your player profile. The second to last section is your friends list.
