How do I place a Breeding Ground?

I've tried a few times but can't seem to make it work for me.

to place any special landscape you have to have the pre-requisite (sanctuary in this case).

With the pre-req you have to transform a hex to your home terrain and then select place special landscape (versus placing a dwelling or not building)

So I first have a Sanctuary and then build it on an empty hex?

you must already have a sanctuary on the board.

then to build you must transform a hex to blue and then build the breeding ground (on the same turn)
