Had this too with some games. Obviously not all text can be accessed via the translation tool. I guess you must access the code as a dev.

Well if that's the case, that's a bug. There is no reason to have some untranslatable part.

Sounds like Race for the Galaxy, or maybe Roll for the Galaxy if the card Diversified Economy is there too.
You best shot would be to ask the developper (you can find their account name in the game credits).
