Effect of a card

One card offers the owner to "activate" any two [tent] sites.
Does this mean that I can resolve the effects of both without sending an archaeologist to the sites?

Hello, I have a query about the same card (Star Chart).
I used it to activate two of the level II sites, both discovered, both with archaeologists on them, one with a guardian.
I paid the cost, but got no resources from either site.
It's my first game, so I could have misunderstood the rules, but I think that I should have got the resources from both these sites?
