Limit Arena games to people with good reputation

While you can change that in your own settings to "prefer" not to play players with poor reputation, you can't actually avoid it completely when they are matched with you. It is frustrating to play 90% of a game & then have players quit because they are losing, or have them play super slow. Arena should be a privilege only for players with good reputation (above 67%).

I think you should also be able to avoid them completely if you configure the option to a more restrictive setting ("I never want to play with").
