"new game" designations

IT seem every opponent I play (even those with EOL for 100 or more) have the notice that this is their first game and their times are doubled. The Clock doesn't show them as having double the time, is this something within the US:E implementation or is it BGA thing?
Just curious as to how that is generated

It's BGA, but really don't know how it is working.
