Well, in a turn-based game, my time ran out and I offered to give my opponent the game for having exceeded the time.
It was a carcasone game and it had just started, the warning did not work for me and I wasted time.
The rival did not answer me and began to play normally, until there was only one tile left, which he had to place, it was the last one and he had the game lost. Well, he let 22 hours go by not to put the tile and thus win.
It seems obvious to me his behavior as unsportsmanlike and against the BGA code of conduct, how can I report him and have the result of the game changed?

Regardless, the game result is final, that's not going to be changed (certainly not over something trivial like this). You can give the opponent a red thumb, but that's about it.

The issue is that it was a tournament game and therefore the other person won because the maximum time available for their match had passed.

To reply to the thread starter, I feel sorry for you and I understand how you feel.
However the tournament rules are clear, and you would have won if your remaining time was higher than your opponent's, and if he had lost time at the beginning, like unfortunately had happened to you.
