There should be consequences for people who misfire or play poorly on purpose in Hanabi

They are doing this because they don't want to choose "quit".

Quitting is a "mark" on someone's reputation. So they'd rather get a reduced ELO than have their reputation marked.


Really the big problem is that if someone doesn't like the skill level of whomever they are playing with, they want to immediately abandon. That is not "cooperative".

The way the current system is set up, it rewards people who are impatient and uncooperative. For hanabi to be cooperative, I think the understanding that "we are in this together until the end" needs to be part of the game play. It is so rude to play with someone newer and ask to abandon the first time they make a mistake. Or they barrage with questions after every mistake.

Why not reward cooperation and patience? Make throwing the game a reportable offense.

It probably already is. Kingmaking is reportable in competitive games, and willingly throwing is pretty much the cooperative version of Kingmaking.
However, I'm not sure whether every moderator will agree with me. Additionally, Kingmaking/Throwing is much harder to prove than "he insulted me in the chat", as the moderator needs to review the game (which takes time and experience with the game), so such reports might not be as effective as one might hope.

So how do you report kingmaking for a moderator to get to see it?
