Game was not completed: who is to blame?

So this happened to me in a game of Art Decko. The opponent was playing slow, depleting his time allowance every turn, and his two actions were always the same: haggling. So basically he was doing nothing. And he did not react to chat. I am not saying names, because that is not the point.

The problem here is that a game of Art Decko can take much longer than usual if the opponent does not purchase paintings and increase the market rating of cards.

So the game advanced at a snail pace and was beyond boring, because I was basically playing solitaire against myself.
Eventually I had to leave to do something else, I was kicked out for inactivity, got an ELO penalty and a patronizing (and infuriating) message from BoardGame Arena about my bad behavior, along a karma penalty.

Fun.

Maybe some other consideration should be taken, like total time spent during their turns before assuming one of the players was to blame a game could not be completed?

Ok, now I agree that he should off getting penalize for this and not you, since he was just extending the game indefinitely. And depleted the time limit.

Indeed, he was depleting his time allowance, then taking an action before I could kick him out for inactivity, because after inactivity, players are given a grace countdown to act. What is the point of that grace countdown? So they do get a nice warning to take an action and keep extending the pointless game?

Would not it be better for players to be expelled automatically, instead of given a grace period when they deplete their time? Maybe this guy was trying to prove how easy it is to abuse that grace period?
Maybe it would be reasonable to at least not give infinite grace periods. When a player takes three, then it could trigger an auto kick out of the game when they deplete their time a fourth time?

If it's a 2 player game, there's always a "resign" option. You'll lose ELO but you won't get the karma penalty.

For this specific reason (a turtling opponent), I only play realtime games when I have double the expected time. I.e., if I play a game that normally takes 30 minutes, I'll make sure I have an hour available.
