What is the etiquette for skipping an out of time players turn in a tournament?
I haven't been around very long, but in a majority of tournaments I've entered there has been a player/players who run the timer deep into negatives.
I get that life happens, and I don't want to win because someone else wasn't able to play.
But it's pretty frustrating when, in a 1v1 KoT game, I get a big lead and then the other player just stops playing their turns and going deep into red time.
It kind of feels like they want to troll. Making the experiance as unpleasant and drawn out as they can.

Now, maybe that's my frustration making assumptions about their motives. But even setting that aside, what's the right move here?

Should players who go hours and hours into the negative during a tournament game be skipped?

It really depends, some people the mantra is to skip as soon as they are about to lose but have time in hand, some people wait and let the game play out!

I just played a game of cribbage where the timer was 15 days, they had run out of time, but I let the game continue and lost it as they were beating me, is only fair. On the other hand, was about to beat someone in a game with only 2 days timer and they had the time zone difference on their side, I was 20 minutes under time and they skipped me

I wonder the same thing. I had one tournament the person was 12 hours late to start the game. I clicked their name to see when they last logged in? They had not been online in 3 days, and had only played 2 game of any type, EVER, on BGA. I skipped them, thinking they did not even know what they were doing signing up and were not coming back.

Now my second tournament today I have a player who is hours behind taking their turn. This one has been on BGA only one month but has played 92 games so I think they will login and play soon. But it is getting bedtime for me. If they had played at the right time I could have done my turn. Now I will be late playing mine because they were late playing theirs.

These are turn based, so not as bad when it goes over time. I really hate live games where they waste your time by going over.

I am firmly in the camp that skipping should not be left up to players within a tournament. Players should either automatically be kicked, or nobody should be kicked and the game should be adjudicated once the maximum time is reached. The way it is now, skipping an out of turn player becomes an opportunistic "move" one is incentivized to make to improve their tournament position, so the tournament becomes less about how good you are at the game, but rather how good you are at manipulating the meta-game. An opportunistic player in a losing position can make themselves the winner by seizing the opportunity to skip another player who went a few minutes over, but was still taking their turns. This happens all the time in tournaments, often late in the game, which robs everybody else at the table of experiencing and learning from the end result of the strategy they've been investing time and thought into. It is very frustrating for those of us who would rather improve their skill and compete at the actual game, rather than get a slightly better position in an ultimately inconsequential meta-game.

Ive just had it happen to me. Two gentlemen from France just kicked me. I was over by an hour one of them was over by 5 hours. The other guy kicked me. I checked they are friends on here.
