Limited access can also mean that it's a chat restriction.

Thanks for the infos, but I need one clarification.

Is the player restricted to send messages, or is receiving them also blocked?

Why am I asking? I have a participant in a tournament series that ran through 2021, and I am inviting the top ranking players to a finale tournament. One of them has been limited, and I am wondering how to contact them. At least, I need to send them the invitation link; I don't want to add them to the tournament unconditionally.
