How are tables populated?

Simple question for the group (I hope):

Let's say I'm running a tournament where I set max players/table to 4 and min players/table to 2. 10 players enter the tournament. How are the tables populated? Is it...

#1: BGA maxes out as many tables as possible, so we have 3 tables, with 4, 4, and 2 players.

#2: BGA tries to distribute the overall load as evenly as possible, so 3 tables, with 4, 3, and 3 players.

I found the answer to this myself after setting up a tournament, and the answer is #2: The load is distributed as evenly as possible. Hopefully this will make it into the next FAQ if and when it happens.

Just additional info on how the system set up some tables:

I recently started the August Hand and Foot tournament that has 43 people in it. I set it up to have 4 per table, with 2 minimum per table. After the match, 2 would move forward. The initial Step 1 set up was 10 tables (4 players per table), with 3 players skipped.

In the July tournament, 50 peopled signed up. The parameters were the same as above (4 players per table with 2 minimum per table). The initial Step 1 set up was 12 tables (4 players per table) with 2 players skipped.

In both instances, the skipped players played/are playing in Step 2.
