Question on red thumb and turn-based game formation

I have privately red-thumbed a player for reasons I think are good and sufficient. (Very very very slow play, despite logging in often.) In the future, if I have joined a turn-based game, can she join after me? And if she does, will I get a chance to decline to play before the game starts?
