How do I enable the banlist?

How do I enable the banlist?

When I am creating a game, I don't see an option to enable the banlist.

It is under the "Competitive Level" option. You can go "Beginner" which I think is the game variant without cards, you can go "Normal" which is the regular game no banlist, and you can go "Competitive" which just means the banlist is on.
