Allies Can't use a Counter attack during an air Power, Card -play?

Is this a Scenario special rule (Red Barricades) or a Bug?

Was the German player using a Recon card as Air Power? In that case, a Counterattack would just play as a Recon card not Air Power for the Allied player

Nope. It was a direct counter against a "Air Power" card.

I'm Okay with it, as long as I don't get any surprises. I usually hold on to that card (as Axis). Preventing the Allies from using it. I'm sure once I play it (as Axis) the Allies will come back with a "counter attack" and crush me!

I assume its a Bug.

As well; Engineers Aren't allowed to remove wire and fire. And there is a line-of-sight issue with this map.

I would post bug report, but I'm not sure how to do that.

Allies should be able to counter Air Power.

I have shot with engineers and removed wire (but you have to do it in that order)

I have encountered a LOS issue on this map and will bug report it somewhere in the coming week

Red Barricades:
IF you Activate a Sniper using BEL, Mines have no effect, and, Sniper has the ability to remove mines (whether it be zero-mine or other).
Ended move while sitting on a mine hex, fired and moved off of mine hex...Mine symbol Was no more.
