Always award full points to the winner

When a player wins the game, whether fully played out, opponent conceded, quit, etc. a player should receive the full point count. I'm not sure why there's a "progression of game" count for any metric of game completion. For one thing, there is no way an automatic tracker of such a thing is going to be accurate, for another, it doesn't really matter how far along the game was in the first place when the other player has lost for any reason, that means the game is fully complete.

No. This is done for a reason.

Otherwise players will make extra profiles, play and have the fake profile give up all the time, without playing.

Wouldn't that be against the rules and just get reported? Action taken against that account would handle any gains that could be made by this. Especially if they're doing it in the same game. As it is, that system does little to stop such a player, who could still make the accounts and have them play empty moves until the game is "completed", before conceding.
On the other hand, anyone maliciously timing out and not completing the game to reduce the points their opponent gains by buying off the reduction with their karma cannot do so if full points are awarded. The loss to their account doesn't give anything back to the players whose time they wasted.

Just because something gets reported doesn't mean it is acted upon. They aren't going to take action unless it is clear cut, and many reports aren't.

Policing cheating is a low priority. They rely on the red thumb system to simply prevent you being matched with cheaters in the future. It is self help that imposes no cost on them.

But actively protecting the integrity of ELO has a cost. It requires a human to review the situation and make a judgment call, and that human is likely not doing it for free. So when choosing between paying someone to reconfigure their database queries to make site run more efficiently and paying someone to manage complaints that someone is boosting a number that ultimately serves only to stroke one's ego, where do you think they put their money?

At least some points should be rewarded to the victor. I have made people rage quit before and received no elo. Meanwhile everyone else at the table got elo because i was the highest elo. I've even played games where the opponent quit on the last turn after i already met the point requirements to win and received no elo.
