Players with same IP can't join same game

Hey guys! I hope this is the right place to post this one.
As the subject saying we're having that problem. We are trying to play a game with friends but two of my friends (brothers) play from the same house therefore same IP and the game wont allow them both to join. We checked the info file about it and it saiys that either they have to be premium players or they have to know everyone in the same game room. They don't have premium accounts because they don't play that often but everyone on the table has accepted the friend requests from the rest of the group and there were no outside players. But yet stil, one of them was not allowed to join the game.
Any suggestions on how to fix that?

If one premium player joins the table (it doesn't need to be one of the players playing from the same network), all restrictions are lifted. So a player around the table needs to be premium, whoever it is...
