First of all reputation does not seem to reflect the reality of player's disregard for other players. They can easily have a "excellent reputation" but 14 exit penalties and 58 time penalties.
Maybe we should be able to filter players on penalties. Or may be reputation should be capped for players with lots of penalties. Maybe premium privileges should be suspended above a certain level of tardiness.
Also for Arena mode games how are these players even allowed to participate. Maybe these players are actively trying to gain as many penalties as possible so as to spoil other people's games.
