What determines winner in a tiebreaker where both players have the same length train and the same number of completed destinations?

Then they are tied, there is no 3rd tiebreaker.

"The player with the most points wins the game. If two or more players are tied for the most points, the player who has completed the most Destination Tickets wins. In the unlikely event they are still tied, the player with the Longest Continuous Path card wins."

We play a lot of three-player at home and are waiting for two players with the same number of Destination Tickets to tie and the 3rd player with fewer points but the Longest Continuous Path card to be declared the winner.

I would agree with you if it said "the player with the longest continuous path" but I don't think it is "clear" with the capitols and the word "card". Like you, I suspect the intent was "the tied player with the longest continuous path". But, I don't think it clear as worded.
