Can I develop a game that BGA doesn't have a licence for yet?

I'm new here. I have the programming skills and want to put them to some fun use!!!!

Quick question, If BGA doesn't currently have a licence for a game I'd like to implement, is it still okay to do it? I have a game in mind for my first project.

Exactly. It won't be released even in alpha.
