How to report players intentionally losing matches?

I've watched replays of matches played by the #1 ranked player on a popular two-player game. I noticed that one of their frequent opponents is clearly not trying their best at certain points, even refusing to make any positive moves at all in one match. This match-throwing has unfairly helped one player, and rendered the competition meaningless.

When I went to report this behavior, one possibility was to report kingmaking. It said that I should just give the player a red thumb. Another possibility was to report that a player had two accounts. I don't know if it's the same player on both accounts, though. The accounts are from the same country, but it might be two players who are friends or relatives.

What is the best way for me to have this behavior stopped? I don't want to prevent anyone else from having a good time on the site, but if it's two players just messing around, they should have a training match, not arena matches that help make one player the top ranked player on the site. That just messes up the arena for everyone else.
