playing several action cards in one turn at end of game

Hi. I was just in a game where in the final round one player played 3 different action cards in one turn and I don't understand how that is possible. I tried the replay function but that just keeps crashing my browser. So I am hoping someone here can provide some answers hopefully. I posted the transcript of that move below. I'de love to understand what just happend here. feeling really dumb right now

Initial move was supporting a conversation project, and their map had "determination" as a conservation bonus, so that got then ah actually l extra action.

They chose animal with the extra action, and one of the animals they played was the pelican, which let's you take the build action.

They then used the build action from pelican as their 3rd action.
