It's poorly worded and often confused. One "set" means one egg on each of the habitats. So, if you have 2 eggs in the forest, 1 in the grassland, and 2 in the wetlands, you have 1 "set". Basically, you have as many sets as you have eggs in the habitat where you have the least amount of them.
