It's especially annoying when there is no rules in the How To Play section and there are no other PDF rules links aside from the BGG one.

Anyone can post a link in the game page. If you find one in the publisher website that doesn't require an account, feel free to add it in the game page, it will be better than a bgg link. You can then downvote the bgg link so yours appears first.
Most of the time, when I put a bgg link, it's because there isn't a free access link
