End game trigger

How does it work?
I thought that it triggers when a player get to at least 40 points AND THEN the other player gets one more turn.
But from what I have seen so far the other player mostly doesn't get to play again

Everyone gets an equal number of turns. There's a 1st player indicator where it shows your score
