i am yellow , i was trying to go 5 rock to 9 argile and the game was not giving me the option.. i am confused we can't do road if there a city or settlement? is it only city or both ?

You can't build past an opponent's settlement or city. This is a very common question. The Catan rulebook pdf is online for free with many examples. Read it.

I think part of the confusion is that you can build a settlement in between an opponent's 2 roads but you can't build a road through an opponent's settlement.
