Double arrow slider next to options

My question is, what is the little slider switch next to some game options in the table creation screen

Like in Caylus, you can turn on the double crossed arrow slider to the right of the game speed choice.
Also there is the same doublecrossed arrow next to each game expansion/options.

I can’t seem to find the answer to this anywhere on google or in BGAImage

Whether that setting is fixed (must be this on the table BGA finds you) or flexible. Unfortunately for a sliding scale like time, it isn't clear what exactly this means (I think up to a couple of notches slower maybe?).
