Why would a higher ranked ELO player receive more ELO for a second place win than me, a lower ranked ELO player, the winner?

Because they have played less than 20 games and their K-factor is increased so that they can reach their "true" elo faster. See https://boardgamearena.com/faq?anchor=faq_account_elo
