Supporting aquatic twice after scavenging legit?

I supported aquatic early on and scavenged it with my condor in the very last turn so I could support it again.

Not saying that it doesn't make sense as projects are being discarded when other projects fill the spaces above the association board. I was just surprised and wanted to make sure it is correct.

Yes, that is correct.

It's a new project you haven't supported yet.

I don't see why not. If the rules say they're discarded rather than removed from the game, that's the rules.

You could do it even if you already supported it, since it would be clear of cubes the second time.
