So I've started this discussion on BGG believing how it's currently implemented is correct, but one of the play testers of the game who has played with the designers there is disputing how this interaction currently works is correct. I'm sort of hoping the designers who are active on BGG will eventually chime in, but have BGA had specific confirmation around this interaction and whether it's correct.
So you can play Gas Pedal 4 in the React step, and if you don't have the heat to play for it, in effect it turns into a free boost instead, that in itself already feels a bit icky and against the spirit of the game, but you can actually game this further. If you have 1 heat to play with, either already in your engine, or using Gas Pedal 4's cooldown, you can use that heat to boost, then say I can't pay Gas Pedal 4's heat and in effect get another boost. Which can be pretty big, especially if you know your big cards are in deck.
The playtester on BGG is disputing this is correct. They are basically saying that when you can't pay the heat to an upgrade, it negates all other effects of the upgrade. In the specific case of Gas Pedal 4 this would negate the ability to Direct Play it at all, meaning you can't play it as a free boost, and would have to backtrack and put it back in your hand.
